​How to send us your submissions electronically

Please find below easy and secure steps for sending your submittals. If these procedures are not followed, staff will not be able to find submittals and review deadlines will not begin. Your help is greatly appreciated.

If the entire submittal is over 10MB and cannot be emailed all together to your DPM, please follow steps 1-4:

1: Zip all documents. Only one file should be uploaded. Construction plan sheets must be combined as one PDF, not individual sheets.  We cannot accept one page at a time.​​

How to zip:

  • Windows: Select file - Right click – Send to  – Compressed (zipped) folder
  • MAC: Press Control and click on file – Compress​

2: Rename the zipped file your PROJECT NAME, project number and document type (ex: Project ABC 190001 Plans, Permits).

3: Use the following link and password to upload:
Password: dbftp4eng07
Please do not upload until your zipped file name is the project name.

4: Please notify your Development Project Manager (DPM) once the submittal is uploaded. 

If you do not have a DPM assigned yet, please email Administrative Coordinators to Miriam Caro (​​) and Janet Patrick ( and let them know a new project has been uploaded.
