Cypress Lake WTP to Southport Connector: Cypress Lake Transmission Main (Segment CL2-P-01A) 17,000 LF of new 36"pipe from Cypress Lake Water Treatment Facility to future Southport Connector connecting to Segment CL2-P-02A Southport Rd. The project includes preliminary design, route analysis, surveying and geotechnical services, CMAR coordination and bidding assistance, permitting, easement acquisition, final design and construction administration services. The project design may take into a consideration of future transmission main of a 42" parallel pipe (Cypress Lake Segment CL2-P-01B) in the proximity area from Cypress Lake WTP to Southport Rd., anticipated construction in 2031. Continuing Design-Build (Multiple Projects): Toho will seek to select more than one Design-Build Firm (“DB Firm”) to undertake linear utility projects and/or treatment plant projects. This will be advertised as one solicitation or two solicitations, TBD. Toho may assign project(s) to a DB Firm via Task Authorization(s). The selected DB Firms will be responsible for completing assigned projects, which may include new construction, emergency repair projects, renewal, replacement, pump station equipment installation and other miscellaneous utility work projects. Mann St. Toho Utilities Relocation: City of Kissimmee has a project to perform road widening and improvements of Mann St, in Kissimmee. South Poinciana Blvd from Crescent Lakes Way to OBT: Cypress Lake Transmission Main (Segment CL2-P-04B) 12,500 LF of parallel 30" pipe along S. The project includes preliminary design, surveying and geotechnical services, Right-of-Way project coordination, permitting, CMAR coordination and bidding assistance, final design, and construction administration services. This project is located along a major arterial road which may include highly maintenance of traffic (MOT) plan. St. Cloud Downtown WM Replacement: The potable water infrastructure in St. Cloud’s downtown area includes one-inch diameter galvanized steel pipe (GSP) and four and six-inch cast iron pipe (CIP), materials that are no longer used by Toho in distribution system construction and are also undersized. These mains have a greater probability of failure and can contribute to pressure issues. OUC Interconnect: Toho and OUC are considering potential potable water interconnections between the two utilities. Toho and OUC agreed to initiate hydraulic evaluations to determine how best to implement the interconnects and how much water could be delivered through the interconnects from OUC to Toho and from Toho to OUC. In parallel, Toho and OUC are working on the details of a potential agreement. Interconnect 1: extends approximately 380 feet south from OUC’s 16-inch water main on Golden Sunburst Avenue to the existing Toho 24” water main on Boggy Creek Road. St. Cloud LS Diversions: St. Cloud’s LS 40 has reached capacity. SSWRF - Reuse Pond Expansion Project: The SSWRF, located in St. Cloud Florida, is a domestic wastewater treatment facility that provides wastewater treatment for Toho’s approximately 127 square mile St. Cloud service area. The permitted treatment capacity of the SSWRF is 7.6 million gallons per day (MGD) annual average daily flow (AADF). The SSWRF and associated land is owned by the City of St. Cloud (City) and the SSWRF and associated wastewater collection and reuse distribution systems are managed and operated by Toho under an Interlocal Agreement between Toho and the City. | IFB (Contractor) | December 2025 | $6 million | Y | March 2026 | 1 year |
