Understanding your bill

We have provided a step-by-step guide to understanding your Toho Water Authority bill. It highlights key sections, including account details, billing period, water usage breakdown, and important messages. By reviewing this information, customers can better track their water consumption, identify any irregularities, and understand the charges on their bill.

Your bill is custom to you depending on the services you receive. Below is a list of charges that can be found throughout Toho’s service area. Review this helpful list of definitions to learn more about your specific charge.

  •  Base changes: These are the fees Toho charges to provide services.
  •  Water Consumption: This is the water you use around your home. Depending on your home, your irrigation use may be included as water consumption.
  •  Irrigation Consumption: This is what you use to water your lawn in addition to natural rainfall. 
  •  Sewer Consumption: This is your wastewater coming back to Toho for treatment.
  •  Reclaim Consumption: Some customers have reclaimed water for irrigation.
  • Cross Connection Control Charge: Backflows devices protect the water supply. 
  • City of St. Cloud Charges: Fees for garbage and storm water. These are controlled by the City of St. Cloud.

In-person bill reviews

Toho Water Authority is pleased to announce that we will be hosting in-person bill reviewing in St. Cloud. These sessions will provide an opportunity for customers to meet directly with members of our Customer Service team to address any billing inquiries and receive assistance in person.
