Cash-only payments are accepted at Amscot and MoneyGram locations free of any convenience fees. Please bring your remittance slip to the payment location.

Online
Invoice Cloud, an independent service provider, processes all credit card and e-check payments. Payments may be made using your American Express, Visa, Mastercard or Discover Card. Invoice Cloud charges a convenience fee $3.25 per $300.
There is no cost to pay by e-check online. Your one-time payment will be deducted from your checking account.
$300 limit per credit/debit card transaction.
AUTOPAY AND PAY BY TEXT
By registering on the Invoice Cloud payment portal you can set up autopay and pay by text.

In Person
Credit/debit card and e-check payments can be made at the computer station located in the customer service walk-in center. The walk-in center is located at St. Cloud City Hall on the first floor of Building A and is open Monday – Friday from 8 a.m. to 4 p.m.
Cash-only payments are accepted at any Amscot location free of any convenience fees.

Life happens and along with it sometimes we experience financial strains. Toho has two programs to help customers. Payment extension requests gives you more time to pay your bill with no added fees. Our Toho Assistance Program (TAP) that offers financial assistance to qualifying customers.
