Updated System Development Charges effective May 5, 2025

Toho Water Authority’s (Toho) Board of Supervisors approved and adopted modifications to Toho’s System Development Charges (SDC) to go in effect on May 5, 2025.

A comprehensive water and wastewater SDC study was conducted to determine the SDC schedule required to support infrastructure improvements associated with system wide capacity needs which included review of relevant Toho policies and procedures governing the administration of SDCs. Along with updated fees, applicable Level of Service usage factors for development planning were modified.

Please see below the updated SDC schedules that will go in effect on May 5, 2025.

Project assessments

For projects that were assessed prior to May 5, 2025, but assessment fees were not paid prior to this date, a new assessment will be required using the new SDC schedule.
If the assessed SDCs were paid in full prior to May 5, 2025, and no changes were made to the project (additional meters, building, etc.) a new assessment is not necessary. But if project changes were made, then a new assessment will be required using the new SDC schedule.
For projects assessed after May 5, 2025, the new SDC schedule will be used to calculate the assessment.

Timing of SDC payment

Payments can be made upon issuance of municipal building permit or Toho Utility Permit (TUP) with approved construction plans. In the event the issued building permit expires, notice of updated permit is required.

The following is applicable if you are not ready to connect, but wish to pay your SDCs in advance.

Projects with Active Building Permit(s) and approved Toho plan(s) prior to May 5, 2025, the SDC fees prior to May 5, 2025, shall be paid. Note: payment must be initiated and completed with Toho Water Authority prior to May 5, 2025.
Projects with Active Building Permit(s) and approved Toho plan(s) after May 5, 2025, the new SDCs fees shall be paid.
For projects with Expired Building Permit(s) and approved Toho plan(s), notice of updated permit is required and:
- If validated, SDC fees prior to May 5 ,2025, shall be paid
- If SDCs have been paid, the difference between the initially assessed SDCs and the SDCs in effect shall be paid.
- If an invoice has been issued, but SDCs have not been paid, then the new SDC fees must be paid in full.
- If SDC credits will be applied, the same process must be followed and the application of credits in full must occur prior to May 5, 2025 or a new assessment shall be required.
