Lavon and Palm Avenue water line project
Toho Water Authority has started a water line replacement project in the Lavon Avenue and Park Avenue areas between Oak Street and US 192. The sewer line replacement project has been completed in the area.
Work will take place Monday – Friday from 8 a.m. to 5 p.m. During this time, we ask residents to avoid parking vehicles on the street to allow work to be conducted.
St. Cloud reclaimed irrigation interruption during non-watering hours
Due to dry weather and increased demand, Toho Water Authority (Toho) will be shutting off reclaimed irrigation services in the St. Cloud area during the non-watering hours of 10 a.m. to 4 p.m. This is necessary to build up the needed capacity at the facilities.
When service resumes, customers should continue their assigned irrigation schedules. Please visit our Watering Days and Times section on tohowater.com for your schedule.
Elbridge Drive area closure for sewer project
Toho Water Authority (Toho) is announcing a road closure on Elbridge Drive near the Monterey Road intersection starting on Monday, April 28 (please see map below).
This essential sewer replacement project will help ensure continued reliability and efficiency of the community’s wastewater system and replaces the temporary infrastructure that's been in place. A notice was delivered to residents in the immediate area seen in the documents section of this page.

Please be advised that Tohopekaliga Water Authority, an independent special district, established and created pursuant to Chapter 189, Florida Statutes, by special act of the Florida Legislature (“Toho”), has scheduled a Check Presentation with Congressman Soto, to take place on Wednesday, March 19, 2025, from 1:00 to 2:30 PM.
Pine Lake Estates water line project
Update 04.03.25 - The water line project is now expected to be completed by May 1 for Phase 1 (Pine Lake Drive, Sequoia Circle, and 17th Street) and July 1 for Phase 2 (Avocado Street, Hemlock Street, Ponderosa Drive, and Chestnut Street).

Elese Drive sewer project starts November 7
Toho Water Authority is announcing work along Elese Drive starting on November 7 for a sewer project.
The project is expected to be completed in about a week. Please be advised that construction schedules may change due to weather and unforeseen circumstances. Access will be provided for local traffic and emergency services.
The project is designed to upgrade the sewer facilities in the area.
Pleasant Hill water main project
Toho Water Authority will be installing a water line along the west side of Pleasant Hill Road from Brighton Lakes Boulevard-Granada Boulevard to Oak Point Boulevard-Eagle Lake Boulevard starting on October 16, 2024. This work will upgrade the water facilities for customers in the area.
Mill Run Boulevard area water line replacement project
Toho Water Authority will be conducting a water service line replacement project in the Mill Run Boulevard area (please see map and list of street names below). Work is expected to start on June 17 and be completed by January 2025. Residents will be notified with a door hanger before work commences in their area.
